About This Report
AI is already reshaping how our schools teach, assess and lead – but for most Boards of Trustees, the conversation is still stuck on the wrong question. This paper argues that “What should we do about AI?” is too narrow. The real question facing governance is “How do we lead our schools through a period of profound change?” AI is the catalyst, not the story – and treating it as a technology problem to be managed, rather than a leadership challenge to be met, is the fastest way to end up with policy that’s outdated before the ink is dry.
Written for Boards, Principals and Senior Leadership Teams, this paper offers a practical way through. It uses a waka metaphor to frame governance as navigation rather than control, a Prosper–Prepare–Protect lens to hold opportunity, capability and ethical responsibility together rather than trading one off against the others, and a Three Horizons model to help schools act on what’s happening now while staying oriented toward the kind of future they actually want for their learners. Woven through all three is a clear equity commitment – to ensuring AI strengthens, rather than quietly erodes, outcomes for Māori and Pasifika learners.
This isn’t a technical guide to AI tools, and it won’t be out of date the moment a new model launches. It’s a governance resource – practical enough to shape a policy conversation this term, and durable enough to still matter through whatever comes next.
